So - God has told Moses to go to Egypt. Gave him all these signs to use. And THEN said that he will harden Pharaoh's heart. Why bother???
The next section is confusing as well. Maybe God was still angry. 4:24 At a lodging place on the way, the LORD met [Moses] and was about to kill him. 25 But Zipporah took a flint knife, cut off her son's foreskin and touched [Moses'] feet with it. "Surely you are a bridegroom of blood to me," she said. 26 So the LORD let him alone. (At that time she said "bridegroom of blood," referring to circumcision.)
Then Moses met up with Aaron, filled him in on everything and they continued on to Egypt. They met with Pharaoh and only succeeded in making him angry and caused him to place impossible demands on the Israelites. Then they got mad at Moses and Aaron and Moses called out to God asking why he was not delivering the people, but allowing them to be beaten and worked harder than ever. God just says, "Wait and see what I'm gonna do now...It'll be great."
Of course it is.
