When the person (Achan) was found out by a series of 'lots' then he was stoned for coveting, stealing and disobeying per the law of the time. After this, they were successful in battle. And Joshua built an altar and read teh entire law of Moses to all the people - men, women, children, aliens.

The treaty was not broken, but the people were not fully accepted. Instead they became water carriers and wood cutters to the Israelites. At least they were allowed to live.
